The long-running corruption case involving the Office of the Special Prosecutor (OSP) and former National Petroleum Authority (NPA) Chief Executive Officer, Dr. Mustapha Abdul-Hamid, has erupted into a fierce confrontation after the OSP published details of assets allegedly worth over GH₵100 million and US$100,000 said to be linked to the accused.
However, Dr. Abdul-Hamid’s lawyers, HAY & Partners at Law, have condemned the move as “a blatant act of misinformation and trial by publicity,” accusing the OSP of breaching a court order to file mandatory disclosures while resorting to media theatrics.
OSP Publishes Assets Impounded
On November 5, 2025, the OSP, through its official Facebook page and website, announced that it had frozen several assets — including fuel stations, prime real estate, and logistics vehicles — allegedly tied to the ongoing prosecution of Dr. Abdul-Hamid and nine others for money laundering, grand extortion, and corruption in the petroleum licensing sector.
The OSP said the move was part of its mandate under Act 959, empowering it to preserve suspected proceeds of crime pending final court determination.
According to the Office of the Special Prosecutor, some of the seized items have been confirmed by the court, while others remain under review.
Assets Confirmed
The OSP published a list of vehicles confirmed by court order to be under its custody. These include five heavy-duty fuel tankers and an articulated head-trailer, as follows:

The OSP also confirmed the freezing of several fuel stations allegedly linked to the case under the brand Kings Energy, as well as other commercial properties in Accra and Tamale.

The OSP noted that efforts to trace further properties, both locally and internationally, are ongoing.
Defense Counsel Blasts OSP for “False Claims” and “Court Disobedience”
In a strong rebuttal issued on November 6, 2025, in a press release titled “OSP’s False Claims on Alleged GH₵100m Asset Seizure of Dr. Mustapha Abdul-Hamid”, HAY & Partners at Law accused the OSP of making public statements inconsistent with its own court filings.
The firm’s lead counsel, Hanifa Yahaya Esq., stated that the OSP’s amended charge sheet filed on 17th October 2025 contained five counts against Dr. Abdul-Hamid, but “not even one of those charges mentions or concerns any asset or business allegedly owned by him.”
“Our client owns no such assets, directly or indirectly, and no property worth the stated amount exists anywhere in connection with him,”
The statement read:
The lawyers further emphasized that despite a court order directing the OSP to file its disclosures, the Special Prosecutor has failed to comply, opting instead for “public showmanship and unsubstantiated allegations.”
“It is deeply regrettable that instead of complying with the orders of the court, including the directive to file its disclosures, the OSP has chosen to engage in false reportage. The OSP must devote its energies to prosecutorial diligence, not media sensationalism,” the release stated.
Dr. Hamid Owns None of the Listed Assets — Lawyers Insist
In a separate rejoinder dated November 6, 2025, HAY & Partners reiterated their earlier stance, dismissing the OSP’s claims as “a deliberate ploy to create public confusion.”
“Dr. Mustapha Abdul-Hamid neither owns, partly owns, controls, nor has any interest in any of the assets published by the OSP. None of the listed properties can, by any evidence or logic, be traced to him,” said Hanifa Yahaya, counsel for Dr. Hamid.
The defense challenged the OSP to identify the actual owners of the listed assets and stop using the collective case title “The Republic v. Dr. Mustapha Abdul-Hamid & 9 Others” to create false impressions of guilt.
