John Jinapor Hot Over Missing Containers

The issue of 1,346 containers belonging to the Electricity Company of Ghana allegedly being removed from Tema Port without the knowledge of port authorities has sparked a heated debate within the Ministry of Energy and beyond, with Minister John Abdulai Jinapor at the center of the storm.

The claim has raised questions about the operational efficiency and transparency of the port, leading to both public outcry and an official response from the Minister.

In a public statement, John Jinapor was adamant about the seriousness of the claim, asserting that the containers were indeed cleared from the port under mysterious circumstances, which appeared to have bypassed the usual security and customs protocols.
However, experts and industry insiders have raised concerns, arguing that such a large volume of cargo could not have left the port unnoticed, given the robust systems in place.

Background on the Missing Containers

The controversy began after reports surfaced that 1,346 containers had been removed from Tema Port without the necessary clearance, igniting speculation about potential illegal activities at one of Ghana’s busiest and most critical ports.

This unexpected incident has led to various calls for an urgent investigation into the circumstances surrounding the disappearance of the containers.

This is not the first time such claims of missing containers have come to light.

Over the past few years, there have been scattered reports of unauthorized clearances, but the magnitude of this particular incident—1,346 containers—is unprecedented.

The Minister’s Response

John Jinapor responded to the allegations with a statement that sought to underscore the gravity of the situation.

In his defence, the Minister noted that the containers may have been removed through what he referred to as “unusual channels,” which bypassed the normal processes.

Despite the alarm his comments raised, Jinapor did not provide specific details about how these containers could have been cleared or who might be responsible for their removal.

Industry Pushback: “Impossibility of Containers Vanishing Unnoticed”

While the Minister’s statement has stirred up controversy, several experts in the field have questioned the plausibility of such an incident.

Charles McCarthy, a noted logistics analyst, expressed deep concern in an open letter to the Minister.

He criticized the claim, citing the strict procedures that govern container clearance at Tema Port.

In the letter, McCarthy highlighted several operational aspects that would make the disappearance of 1,346 containers virtually impossible:

1. Documentary Records – McCarthy emphasized that “the first step in clearing any cargo is obtaining the bill of lading, which includes container numbers, consignee details, and shipping records.” He further explained that if the containers had been removed, these records would be available for review, providing critical evidence on the movement of the goods.

2. Shipping Lines’ Logs – McCarthy pointed out that “before a container is released, the responsible shipping line must authorize its clearance,” with each shipment being logged in detail. Shipping lines would be able to confirm the precise time and individuals involved in clearing the containers.

3. Oversight by Customs and Port Authorities – According to McCarthy, “at no point are containers left unaccounted for.” Customs officials and port security track all movements to ensure duties and levies are paid before clearance.

4. Strict Exit Procedures – McCarthy also underscored the importance of exit protocols, saying that “before any container exits the port, it must undergo customs verification, security scanning, and final clearance.”

He added that each container would need a terminal exit pass, customs clearance, and a release order from the shipping line.

5. Automated Tracking – The logistics expert also noted that “the port operates a digital tracking system that logs container movement in real-time,” providing a transparent record of all movements. According to McCarthy, any unapproved clearance would leave a digital trail that could be traced back to the individuals involved.

In light of these facts, McCarthy has called on the Minister to clarify the situation by reviewing the available records and not making claims that contradict the established processes at the port.

“Tema Port is not a facility where cargo can simply disappear without detection,” McCarthy wrote in his letter to Jinapor.

Arrests and Investigation Underway

As part of the ongoing investigation into the missing containers, law enforcement agencies have arrested 14 persons.

Security officials have vowed to continue their probe to uncover how such a breach could have occurred and who might be behind it.

Minister Under Fire

Despite the ongoing inquiry, Minister Jinapor’s initial statements have come under heavy scrutiny.

Critics have accused him of making unfounded claims without sufficient evidence, which could tarnish the reputation of Ghana’s port operations and further complicate the situation.

“The credibility of our ports and logistics systems is paramount to Ghana’s economy,” McCarthy concluded. “We can not afford to undermine public trust with unverified statements.”
