GRA Interdicts Five Customs Officers After Transit Cargo Scandal

The Ghana Revenue Authority (GRA) has interdicted five officers of its Customs Division with immediate effect, marking a major escalation in the unfolding transit cargo scandal that has exposed serious weaknesses in Ghana’s border control and revenue protection systems.

The interdictions follow preliminary findings from an enforcement operation carried out on February 18, 2026, involving a high-value consignment of goods declared as transit cargo destined for Niger.

That operation uncovered significant discrepancies in documentation, compliance failures, and breaches of established transit procedures, prompting an internal investigation into possible misconduct and procedural violations within the Customs Division.

According to the GRA, initial internal assessments point to potential procedural breaches that go beyond administrative errors and require a broader, independent, and comprehensive examination.

The Authority confirmed that the ongoing investigation will establish the full facts surrounding the operation, including the extent of individual involvement, lapses in oversight, and any departures from approved Customs protocols.

In a statement issued on Tuesday night, the GRA made it clear that the current interdictions are not the final stage of the accountability process. Additional officers may be invited to assist with the investigation, and further disciplinary measures are not ruled out.

The Authority stated that once the inquiry is concluded, appropriate administrative action will be taken in line with applicable laws and regulations.

The interdictions are directly linked to the wider transit diversion controversy that erupted after the interception of articulated trucks carrying goods declared for export to Niger but suspected to have been unlawfully diverted into the local market.

That scandal has already raised alarms about systemic weaknesses in transit controls, escort protocols, documentation verification, and internal compliance mechanisms within the customs system.

For years, the transit regime has faced repeated scrutiny due to cases of transit abuse, missing containers, and diversion of goods declared for neighboring countries into the domestic market.

The GRA, in its statement, emphasized that the interdictions reflect its commitment to protecting national revenue, safeguarding the growth of local industries, and promoting sustainable economic development.
