The Muslim Ummah Supreme Council of Ghana officially launched the Ummah Constitution during a High-Level Muslim Leaders Summit held from January 3 to 4, 2026, at the GIMPA Executive Conference Hall.
Convened under the guidance of His Eminence, the National Chief Imam, Sheikh Osman Nuhu Sharubutu, the Summit brought together Muslim Chiefs, traditional authorities, leaders of Islamic sects, corporate figures, and heads of Islamic organizations from across the country to formally initiate the implementation of the constitution, which was adopted in March 2024.
Prior to the Summit, a delegation of the Board of Trustees, led by prominent Muslim Chiefs, paid courtesy calls on the National Chief Imam and other leading religious figures, including the National Imam of Ahlu Sunna Wal Jama’at, the National Imam of the Shia Muslim Community, and representatives of the Ahmadiyya Muslim Mission, to secure their endorsement for the Constitution.
These engagements underscored the inclusive and collaborative approach taken in the preparation and launch of the guiding framework for the Muslim community.
The Summit acknowledged the foundational role played by the Coalition of Muslim Organizations in Ghana, whose efforts were instrumental in spearheading the drafting of the Constitution.
It also recognized the visionary leadership of the National Chief Imam, who in 2015 established a dedicated committee under the chairmanship of Alhaji Muhammad Gado Mahama to guide the drafting process.
The Advisory Board of the National Chief Imam, the Conference of Regional Chief Imams, the Muslim Caucus in Parliament, and research institutions such as the PPF Research Institute also contributed technical guidance, research, and expert input that significantly shaped the Constitution.
Key resolutions of the Summit included recognizing the Muslim Ummah Supreme Council, through its Board of Trustees, as the coordinating body responsible for overseeing the implementation of the Ummah Constitution.

The Board, led by Chief Abdul-Mumin Salifu Dalhu as Chairman and Tuunaa Alhaji Abu Safianu Issah as Vice-Chairman, will engage directly with government officials, including the President of Ghana, the Minister for the Interior, and the Minister for Local Government, Chieftaincy, and Religious Affairs, to brief them on the Constitution’s objectives, which include promoting peace, national cohesion, economic empowerment, intra-faith harmony, and the amicable resolution of disputes, particularly court cases concerning Imamship at local levels.
The Summit further resolved to undertake a nationwide education and sensitization program to ensure the Constitution’s principles are widely understood and accepted.
The Ashanti Region will serve as a pilot for the establishment of District Shura Councils, with other regions following in accordance with the Constitution. Committees, technical teams, and administrative structures will be set up to ensure transparent, accountable, and effective implementation of the framework.
In its communiqué, the Summit expressed profound gratitude to His Eminence, the National Chief Imam, for his wisdom and support, and commended all participants, organizers, and stakeholders for their contributions to the success of the event.
The launch of the Ummah Constitution marks a historic step toward unifying the Muslim community, enhancing governance structures, and strengthening collaboration between traditional authorities, religious leaders, and government institutions.
Hajj Abdel-Manan Abdel-Rahman, Summit Coordinator, confirmed the resolutions and expressed optimism that the Constitution would serve as a practical tool for advancing unity, accountability, and development within the Muslim Ummah in Ghana.
