The New Patriotic Party (NPP) has introduced proxy voting for its upcoming national officers election, allowing eligible delegates who are unable to vote in person to participate through an arrangement governed by a specially developed Proxy Voting Framework.
The decision forms part of the electoral arrangements announced by the party’s National Officers Elections Committee (NOEC) ahead of the NPP’s National Annual Delegates Conference scheduled for Saturday, October 3, 2026, at the Baba Yara Sports Stadium in Kumasi.
According to NOEC, proxy voting will be permitted in the election and will not operate outside the party’s established electoral controls. The committee says it has developed a detailed framework covering the eligibility of delegates, applications, verification, approval and the eventual exercise of proxy votes.
NOEC will directly supervise and administer the proxy voting process with assistance from its Secretariat. The process is expected to end with the publication of a final Proxy Register on September 27, 2026, giving the party a defined timeline for completing the proxy arrangements before the election.
Special Arrangements For Women And Youth
Beyond the proxy voting system, the party has also outlined specific voting arrangements for its youth and female delegates, giving the two groups participation in the selection of their respective national organisers while retaining their voting rights in other elections for which they are eligible.
NOEC stated that all eligible youth delegates will vote in the election of the National Youth Organiser, in addition to participating in the other national elections in which they are entitled to vote.
The same arrangement applies to female delegates. All eligible female delegates will vote in the election of the National Women’s Organiser, while also taking part in the other elections for which they are eligible.
The arrangement means that the elections for National Youth Organiser and National Women’s Organiser will draw specifically on the respective eligible youth and female delegates, while those delegates will not lose their participation in the wider national officers elections.
The announcement places the proxy system alongside these category-specific voting arrangements as part of the mechanisms being used by the party to organise participation in the national elections.
Proxy Register To Be Published September 27
The committee has urged delegates who intend to use the proxy arrangement to follow the published requirements and deadlines strictly.
The framework is expected to determine who qualifies to vote by proxy, how applications will be submitted, how the identities and eligibility of applicants will be verified, and how approved proxy votes will ultimately be exercised.
NOEC’s direct involvement in administering the process is intended to place the proxy arrangement under the same electoral management structure overseeing the wider national officers election. The committee has indicated that the final Proxy Register will be published on September 27, six days before the national conference.
Final Delegates Register Completed
The proxy arrangements come as NOEC says preparations for the national elections have reached an advanced stage.
The Final Delegates Register has been completed and will be available for collection by aspirants or their authorised representatives from Thursday, September 17, 2026.
The party has also established an online verification facility through which delegates can confirm their eligibility. Delegates are required to access the NPP website, select the “Verification” option and enter either their phone number or Voter ID number to receive a one-time password (OTP). After entering the OTP, they can check whether their details appear in the party’s records.
The verification system is intended to give delegates an opportunity to resolve potential discrepancies before the conference rather than waiting until election day.
Three Votes For Vice-Chairpersons
NOEC has also clarified the voting procedure for the election of the three National Vice-Chairpersons.
Each delegate will be required to select three aspirants, with the tally system to be used in counting the votes. The committee says detailed instructions on how delegates are to vote will be communicated before polling begins.
The clarification is significant because delegates will not simply select one candidate in that particular contest; the voting procedure requires three selections corresponding to the three positions.
Electoral Commission To Conduct Election
The actual elections will be conducted by the Electoral Commission of Ghana, under the supervision of NOEC and in accordance with the rules, regulations and guidelines issued for the exercise.
NOEC said it is also working with the Ghana Police Service on security and operational arrangements aimed at ensuring an orderly electoral process.
Delegates are expected to arrive in Kumasi on the evening of Friday, October 2, ahead of the conference, which is scheduled to begin at 9:00 a.m. on Saturday, October 3.
Agents And Transparency Measures
Aspirants have also been asked to submit the names of their printing agents, who will monitor the printing of ballot papers on their behalf.
They are additionally required to submit the names and photographs of their polling agents to facilitate identification, accreditation and access arrangements before election day.
