The Parliamentary Select Committee on Economy and Development has praised the National Petroleum Authority (NPA) for its outstanding performance in regulating the downstream petroleum industry, acknowledging the Authority’s critical contribution to economic growth, energy security, and national development.
The commendation was made during a working visit by members of the Committee to the NPA headquarters, where they engaged the Authority’s Chief Executive Officer, Lawyer Godwin Kudzo Tameklo, and the executive management firsthand to gain first-hand knowledge of the institution’s operations, regulatory responsibilities, and ongoing reforms within the petroleum sector.
The visit forms part of Parliament’s constitutional oversight responsibility to monitor the performance of key state institutions while fostering collaboration to improve public service delivery and strengthen governance.
Background: NPA’s Strategic Role in the Economy
Established under the National Petroleum Authority Act, the NPA serves as the regulator of Ghana’s downstream petroleum industry, overseeing the importation, storage, distribution and marketing of petroleum products across the country.
Over the years, the Authority has been responsible for ensuring stable fuel supplies, enforcing safety and quality standards, protecting consumer interests and maintaining transparency within the petroleum value chain. As the economy continues to rely heavily on energy to power transportation, manufacturing, mining and commerce, the NPA has increasingly become one of the country’s most strategic regulatory institutions.
In recent years, the Authority has also spearheaded reforms aimed at strengthening regulatory compliance, improving operational efficiency and supporting government initiatives designed to modernise the downstream petroleum sector.
Committee Commends NPA’s Contribution
Chairperson of the Parliamentary Select Committee on Economy and Development, Eric Afful, said the Committee was impressed by the work being undertaken by the Authority and acknowledged its importance to economic development.
According to him, the NPA plays an indispensable role in ensuring the smooth functioning of the economy through effective regulation of the petroleum sector, which remains one of the key drivers of national productivity and Gross Domestic Product (GDP).
The MP explained that the Committee’s visit was intended to follow up on previous engagements with the Authority and verify information relating to its operations and ongoing activities.
He stressed that the Committee’s objective was not to intimidate or investigate the Authority but rather to deepen cooperation between Parliament and the NPA.
“We are not here as policemen,” He stated. “We are here to collaborate with the Authority.”
He commended the NPA for its contribution to the development and encouraged management to continue implementing policies that promote efficiency, transparency and sustainability within the petroleum industry.
NPA CEO Welcomes Parliamentary Oversight
Responding to the Committee, the Chief Executive of the National Petroleum Authority, Lawyer Godwin Kudzo Tameklo, expressed appreciation for the visit, describing it as a demonstration of Parliament’s commitment to strengthening the downstream petroleum sector.
He noted that parliamentary oversight remains an important pillar of democratic governance and accountability, adding that the Authority welcomed the opportunity to present its work directly to lawmakers.
“Today the Authority is honoured to receive the members of this august Committee of Parliament,” Tameklo said.
He added that Members of Parliament play a critical role in national governance and policy development and therefore deserved direct access to the Authority’s operations.
“I have always maintained that the work of Members of Parliament is not a joke. Today, we open our doors for verification so that it does not become the CEO’s words only,” he remarked.
The NPA Chief Executive reaffirmed the Authority’s commitment to ensuring a safe, efficient and resilient downstream petroleum industry capable of supporting the economic transformation agenda.
He indicated that the engagement also provided an opportunity for management to showcase the Authority’s achievements, ongoing institutional reforms and strategic initiatives aimed at improving regulation, consumer protection and operational efficiency.
Committee Tours Operational Facilities
As part of the visit, members of the Parliamentary Committee toured several key operational departments within the National Petroleum Authority.
Officials of the Authority took the legislators through various technical systems that support petroleum regulation, monitoring and enforcement, explaining how the NPA oversees compliance with industry standards and safeguards the integrity of Ghana’s downstream petroleum sector.
The Committee was also briefed on the functions of the Authority’s technical departments and the digital systems used to monitor petroleum distribution, licensing and regulatory compliance across the country.
The tour offered Members of Parliament an opportunity to gain practical insight into the day-to-day operations of the Authority and the technological infrastructure underpinning its regulatory mandate.
