In a significant diplomatic development, the Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, has been appointed to the prestigious Inter-Parliamentary Union (IPU) Task Force responsible for facilitating dialogue and promoting peace in the ongoing Russia-Ukraine war.
The appointment, confirmed in an official communication from the IPU Secretariat, recognizes Speaker Bagbin’s reputation for integrity, impartiality, and his ability to foster trust among conflicting parties.
The IPU President and Secretary-General, Martin Chungong, expressed confidence that Speaker Alban Bagbin’s experience and leadership would contribute greatly to the global body’s peace-building mission.
“We are confident that your leadership and experience will enhance the work and impact of the Task Force in its mission to support diplomatic efforts in seeking a peaceful resolution to the war in Ukraine,” the letter of appointment stated.

The IPU Task Force, established in March 2022, serves as a high-level mediation platform dedicated to fostering dialogue between parliamentarians of the Russian Federation and Ukraine following the eruption of the full-scale war in February that year.
The group consists of eight prominent legislators drawn from all six IPU geopolitical regions, symbolizing a balanced global approach to peace efforts.
Since its inception, the Task Force has convened at least 13 meetings and undertaken critical missions to both Kyiv and Moscow in July 2022.
These missions were aimed at creating avenues for parliamentary diplomacy at a time when formal communication channels between the two nations had significantly narrowed.
Additionally, the Task Force has maintained regular consultations with parliamentary delegations from both sides during IPU Assemblies, providing one of the few remaining platforms for constructive engagement between Russian and Ukrainian lawmakers.
Speaker Bagbin’s inclusion in the body is seen as both a recognition of the growing voice in global peace diplomacy and an affirmation of his long-standing commitment to conflict resolution and governance integrity.
As a member of the IPU Task Force, Speaker Bagbin will participate in in-person meetings during IPU Assemblies, engage in closed-door hearings and discussions with delegations from both Ukraine and Russia, and hold consultations with global leaders working towards ending the war.
His involvement underscores the importance of parliamentary diplomacy as a tool for fostering understanding and peace amid deep geopolitical divisions.
The Speaker’s office, in confirming his appointment, expressed the readiness to support any global initiative aimed at peacebuilding and conflict resolution.
“Rt. Hon. Bagbin’s inclusion is not only an honour to Ghana but also a call to amplify Africa’s role in promoting international peace,” said David Sebastian Damoah, Director of Media Relations at the Parliamentary Service, in a signed statement.
The Russia-Ukraine war, now in its fourth year, has claimed thousands of lives, displaced millions, and disrupted global trade and energy markets. Efforts by global bodies, including the United Nations, African Union, and now the IPU, continue to focus on achieving a sustainable ceasefire and restoring diplomatic relations between Moscow and Kyiv.
