Mahama Appoints Musah Ahmed As New Judicial Secretary

President John Dramani Mahama has appointed renowned legal practitioner Musah Ahmed as the new Judicial Secretary of the Republic of Ghana.

The appointment, which took effect immediately, was made in accordance with Article 148 of the 1992 Constitution and upon the advice of the Judicial Council.

Ahmed was sworn into office on Tuesday, October 8, 2025, by Acting Chief Justice Paul Baffoe-Bonnie, at a brief ceremony in Accra.

His wife, Justice Jennifer Ann Myers Ahmed was recently elevated to the Court of Appeal as a judge and subsequently sworn in by President John Mahama.

He is also a brother of former MP for Ayawaso North and Minister of Sports in the John Mahama first term, the late Dr Mustapha Ahmed.

Ahmed’s appointment marks him as the 17th Judicial Secretary since Ghana attained republican status.

He succeeds Dr. Cyracus Bapuuroh, who had been acting in the position since April 2025 following the retirement of the substantive Judicial Secretary.

A Seasoned Legal Mind

With over 25 years of distinguished legal practice, Ahmed brings to the position a wealth of experience spanning Maritime Law, Commercial Law, Constitutional Law, Land Law, and International Law.

Until his appointment, he was the Chief Executive Officer of Ahmed Legal Consult, a respected law firm known for its work with diplomatic missions, including the Embassies of the Kingdom of Saudi Arabia and the State of Kuwait, as well as corporate and traditional institutions.

Beyond private practice, Ahmed has made significant contributions to Ghana’s legal and governance reforms. He is a founding member of the Legal Resource Centre, where he played a pivotal role in expanding access to justice and strengthening institutional capacity within the justice sector.

A Scholar and Reform Advocate

Ahmed is known for his thought leadership on issues of rule of law, constitutional governance, and cybersecurity policy.

His scholarly works include research and publications on cybersecurity law, parliamentary immunity, and natural resource governance.

He has been recognized with several awards, including the B.J. da Rocha Prize, and has been commended for his sharp analytical reasoning, exceptional drafting skills, and technological fluency—skills that many in the legal fraternity believe will be vital to modernizing the Judicial Service.

Educational Background And Professional Affiliations

Ahmed holds an LL.M in National Security Law from the University of Ghana (2023), an LL.B with Honours (1997) from the same institution, and a Qualifying Certificate from the Ghana School of Law (1999), where he graduated as the Best Student in Advocacy and Legal Ethics.

He is a member of the Ghana Bar Association, the American Bar Association, and the National Bar Association in Washington D.C.

His guiding principles—integrity, excellence, and service—have defined his career and are expected to shape his leadership in the Judicial Service.
