HeFRA Probes Death Of 29-Year-Old Accident Victim

The Health Facilities Regulatory Agency (HeFRA) has launched an urgent investigation into the death of 29-year-old engineer, Charles Amissah, following reports that he was denied timely emergency medical care after a serious road traffic accident in Accra.

The incident has intensified concerns over emergency healthcare accessibility and hospital capacity in the country.
Amissah was involved in a hit-and-run accident at the Nkrumah Circle Overpass on February 6, 2026. Emergency Medical Technicians from the National Ambulance Service promptly responded, stabilising him at the scene.

However, when he was transported to major health facilities for further treatment, reports indicate that he was allegedly denied admission at Korle Bu Teaching Hospital, Ridge Hospital, and the Police Hospital due to unavailability of beds.

This purported delay is said to have contributed directly to his tragic death.

In a statement issued on February 16, 2026, HeFRA described the case as “deeply distressing” and emphasized that the allegations were being treated with the utmost seriousness.

As the statutory regulatory authority mandated by the Health Institutions and Facilities Act, 2011 (Act 829), HeFRA is responsible for ensuring the provision of quality and accessible healthcare, including emergency response services across all health facilities in Ghana.

The agency has initiated a full-scale investigation to determine the exact circumstances that led to Amissah’s death.
The investigation will focus on whether hospitals complied with regulatory requirements for emergency care and whether any breach of protocol occurred. HeFRA assured the public and the family of the deceased that the inquiry would be thorough, transparent, and impartial, with the findings communicated to the sector minister once completed.

HeFRA also issued a stern warning that it will not hesitate to sanction any health facility found in violation of emergency healthcare regulations.
