Notorious ATM Card Fraudster Busted At Diaspora Summit After Targeting Retired Fire Officer

A young man identified as Reagan Kwasi Egbi Addo, popularly known as Morgan Addo, has been arrested by the police for his alleged involvement in a string of ATM card thefts targeting unsuspecting members of the public, including a retired officer of the Ghana National Fire Service.

The suspect, a resident of Ashaley Botwe, is accused of operating a well-coordinated scheme in which he deliberately targets victims at Automated Teller Machine (ATM) points.

According to police investigations, Addo would loiter around banking halls and ATM locations, pretending to be a Good Samaritan offering assistance to customers experiencing difficulties during transactions.

In the process, he allegedly swapped victims’ ATM cards without their knowledge and later withdrew large sums of money from their accounts.

One of his most notable victims, police say, is a retired Fire Service officer whose entire retirement savings were allegedly withdrawn after the suspect gained access to his ATM card.

Investigators revealed that the suspect had used similar methods on several other victims across different locations.

A search conducted at Addo’s residence led to the discovery of eight different ATM cards believed to belong to various victims, strengthening suspicions that he had been operating an organized card-swapping scheme for some time.

Further checks by law enforcement revealed that Addo had been on the police wanted list for previous theft-related offences.

His eventual arrest occurred during the 2025 Diaspora Summit, where he reportedly infiltrated the event under the guise of being a legitimate participant.

Police say he was found wearing an official summit tag but failed to provide any credible explanation regarding his registration or role at the event.

Investigators also suspect that the accused used the opportunity to target unsuspecting conference participants, allegedly stealing valuables from bags and laptops left unattended during conference sessions and breaks.

He is currently in police custody as investigations continue.

Authorities say he will be arraigned before the court once investigations are concluded, while efforts are underway to trace and identify all his victims.
